Liverpool’s ‘Sirolli’ Schemes Bid to Establish New Funding Solution

MOVES to clinch a funding lifeline for Liverpool’s Sirolli projects have begun.
They centre on establishing a Community Development Finance Institute (CDFI) to attract investment for the entrepreneurs of the future.
The Sirolli projects were introduced to Liverpool in 1996 when acclaimed Italian business guru Dr Ernesto Sirolli followed up on visits two years previously to establish three schemes aimed at developing grass roots entrepreneurs.
The Sirolli model encourages communities to shape their own future by pooling resources to help create new businesses that contribute to the area’s regeneration as they grow.
Each institute is spearheaded by a “business facilitator” aided by a board of local people, including existing small businesses who can pass on valuable advice.
Enable North covers North Liverpool, Dream High focuses on the East of the city and Waves looks after central and South Liverpool.
But their funding runs out with the ending of Stepclever next March.
So Enable North chairman Mark Rea, 29, has suggested a CDFI to generate new investment.
He explained: “CDFIs have been around since 1999 but, because of the Objective 1 money, Liverpool has never needed one before.”
CDFIs attract community investment tax relief, so an investor giving, for example, £1,000 for five years would get 5% tax relief over the period and their money back.
Mr Rea said: “We’re hoping to be able to add a little bit more as a bonus to involve more people, so low earners could consider it as an investment.”
He said the proposal was just at the “baby steps” stage, but he wants to involve organisations like regeneration agency Liverpool Vision, the city council, Liverpool Chamber of Commerce and the Federation of Small Businesses: “We want to work in partnership with these people and say, we want you as a partner. We want to be collaborative.”
He added: “We need to grasp this with both hands and do it properly.”
CDFIs can provide funds from £500 to £50,000 for start-up businesses, overseen by the current community panels that assess the business risk in new ventures.
Mr Rea hopes his proposals could move a step closer to reality when the Community Development Finance Association comes to Liverpool this September to stage its annual conference at the Crowne Plaza Hotel.

Enable Clients Make Connections



Enable invited budding entrepreneurs from North Liverpool and South Sefton to link together to build business connections at a FREE networking event in the Merton Inn, Bootle on Friday. Other local support agencies such as A4E, Sefton CVS, HSBC bank and The Women's Organisation joined the Enable panel members and businesses to offer support over a cup of coffee.

Enterprise Facilitator for Enable North Ltd., Monnica Fitzpatrick said of the event "Everyone was lovely and friendly.  It was nice to see people making the effort to link up, including the local support providers, to offer support to businesses."

Budding Bootle Enterpreneur Colin Creed who is currently setting up his own record label and music management social enterprise with held from Enable, Apollo Music Management commented "I have made lots of useful contacts today and met lovely people, especially other budding social entrepreneurs to learn their perspective. Highly recommend Enable, their support and events.

Enable Panel Meeting


Our panel of volunteers bring their individual resources such as networks, experience, knowledge and skills together to form a panel of intelligence that supports anyone in the community wanting to start or expand a business.

Our panel meets on the second Tuesday of each month at different community venues across Liverpool or Sefton.

Meeting Monnica

So if this is the first you are hearing about 'Enable North' let us tell you a bit about it and introduce you to the woman you need to know.  Enable North is a Sirolli project offering support to residents of North Liverpool and South Sefton through support from our enterprise facilitator and enterprise panel.

Our Facilitator Monnica Fitzpatrick is a resource for local businesses or budding entrepreneurs to bounce their ideas off and get linked in to networks of supprt.  Monnica will look at all avenues for building support around the client, and once that is established will bring the case of the client, confidentially to the monthly panel members meetings to assist with resolving specific problems faced by the them. During these meetings the members will brainstorm new, innovative, and traditional ways to help clients remove barriers to achieving their dreams.

Our panel is made of represnetatives from business, community, local council, support and enterprise agencies and other local experts who can bring something to the table.

How can you get involved? We are always looking for members of the community to come along to our monthly meetings to add their ideas and experiences for the benefit of those just starting out. Ideally you will work or live in North Liverpool, but its passion and enthusiasm that really count here. There is a maximum commitment of just one fun and rewarding 2 hour meeting each month somewhere across North Liverpool.
